First let me say Im sorry you've been laid off, seems its a common occurance these days. There is only 2 stipulations missing from your post
1) must be employed 6 consecutive months prior to be laid off
2) work a minimum of 30 hours per week
this clearly should of been explained to you and maybe it was but most people simply only hear the highlights of the program, not the specifics. Also...

recently lost job and filed a claim with RAC Benefits Plus to be told I did not quailfy. But according to the web site it does not have anything about you have to be on the job 6 months or more it simply reads as follows:
