Let's see. Rush hour on a Tuesday (1730 hours). Flights just landed and at least 12 people in line. 1 Hertz clerk helping people. Another one making personal calls on the company dime and telling people to "use the kiosk" (despite being told by us that it does not work). If you can, rent elsewhere at Reagan National.
