Didn't mention loose screws in first inspection, then charged $50 to tighten

We took in our car for an inspection and received a list of changes which we made. When we came back for a reinspection, we were told for the first time that some screws on the front fender were loose and were charged $50 to tighten them so we could get the certificate. We should have been told before so that we could make this simple adjustment ourselves.
